President's Message

Where did the summer go? It seems like yesterday that our children were wrapping up the school year and laying their plans for their summer vacation. Wasn't it just yesterday that we were loading the van for the annual trip to the beach?

I know, the calendar says it's still summer, but it's not. The children are back in school, the boats are back on their trailers and the Labor Day holiday is history. We are in fall mode, even though fall has not officially begun. Our thoughts now are centering football, soccer, cooler weather, fallen leaves . . . and on what we had hoped to accomplish in 2003.

Comparing what we set out to do and what we have done, taking stock of the resources that are available to us, and modifying our priorities for the dash to the finish line is a process that both individual's and organizations routinely engage in. Certainly, our Chapter is no exception.

The Chapter's Board of Directors met last week to do just that: Compare accomplishments with goals, revisit priorities established earlier in the year and finalize plans for the remaining four months of the year. The Minutes of that meeting are included in this newsletter, as are details of several of the upcoming meetings and events.

However, a piece that's missing from those Minutes is an update on the 2003 Member Survey many of you completed in February. In that survey, almost fifty of you shared with us your applause, concerns and suggestions in several areas. You made it clear that while you substantially agreed with us on how to add value to your Chapter Membership, there were areas where reassessment of our direction was required.

At its meeting last week, the Board again reviewed the commitments made to you following the Survey. In the remainder of this column, I want to review with you what has been accomplished and where we are headed now. 

General Comments-You said we have enough time at our monthly Luncheons, but don't always make good use of it. You said you wanted a more intense focus on the meaty issues of HR: changes in regulations, recruiting, retention, reduction in force, etc. Result: Anita Hassell, Arrangements Chair, contacted Hotel Roanoke and we immediately changed the schedule for the monthly Luncheon Meetings. We now encourage Members to arrive at 11:30 for fellowship and networking, we begin eating at Noon, and we start the business session at 12:15. This schedule allows our Speakers to begin by 12:45 and allows you to leave by 1:30.

Programs-You said we should focus our programs on practical HR issues. Result: Ben Bowman and the Program Committee renewed their efforts to schedule Luncheon speakers whose experience and expertise promise to support your success in the field of human resources. They also planned and executed a half-day collection of concurrent workshops in July that received great reviews from all who attended.

Newsletter-You said you read the Newsletter regularly, but don't often find in it what you need. You said too much space is devoted to directories and policies, leaving too little space for timely subjects, news about what Chapter members are doing and resources. Result: Patti Dunbar, our Technology Chair, worked with an outside vendor to revamp the Chapter's web site. Then, she and Joy Hanson, our Newsletter Editor, combined efforts to covert the Newsletter to a dynamic format that allows intensive treatment of "hot topics", easily accessible information on Members, and links to additional resources. 

Diversity-Your responses to the "diversity" questions indicated our collective understanding of the subject could use a little work. Although Roanoke has much in common with other small Southern cities, its diverse economy, and multiple races, cultures, nationalities and religions have given it a diversity that few Southern cities of its size can match. Result: Debra Lovelace and the members of the Diversity Committee have scheduled for our November Luncheon Meeting an exceptional program that will help all of us better understand what diversity is, is not and can be. 

Student Chapter-Twenty-seven of you volunteered to serve as guest speakers or panel members for a Student Chapter meeting! Nineteen of you offered to host a tour of your work place for Student Chapter Members. Eighteen of you offered a shadowing opportunity for a college student! Fourteen of you indicated interest in providing a summer internship to a student! And seven of you indicated an interest in serving as a college student's mentor! Result: Faith Janney, Student Chapter Committee Chair and Beth Pinson, Workforce Readiness Committee Chair, have offered substantial assistance to educators at the college and secondary education level throughout the Valley.

Chapter Involvement-More than thirty of you said you were interested in working on a Chapter Committee. Result: We have had plenty of help to get the job done.

Summary

We've made some great strides toward our goal this year, strides made possible by your frank assessment of our strengths and challenges, and your willingness to get involved. I've detailed a few of them and will highlight more in the next Newsletter. But what we have accomplished is not nearly so important as what we are going to do.

A couple of days ago, Debbie Honaker, Nominating Committee Chair, e-mailed all of us asking persons who wanted to take leadership roles in 2004 to identify themselves. She asked those of us willing to serve on Chapter committees in the coming year to do the same. The direction the Roanoke Valley Chapter takes in 2004, what it accomplishes and what it does not, depend heavily on how you and I respond to Debbie's appeal.

Every organization has its detractors-persons who find it easier to stand outside and criticize what does not please them. Our Chapter is no different. Fortunately, there are scores of others who are committed to the goal we have established, willing to share their limited time, and excited to be in fellowship with others committed to excellence in human resource management.

A friend of mine is quite fond of saying, "Working together works." The more I ponder those three words, the more clear their truth becomes.

Notes from Board Meeting 8/26/03

The following Board members were in attendance:

Topics discussed:

· Use of broadcast e-mail: The Board decided to continue using broadcast e-mail to publicize Human Resource openings. In addition, we will continue to allow fellow members who are being displaced to post their resumes through the broadcast system.

· Use of Membership roster for solicitation: The Board decided not to release the membership roster for any solicitations, but instead to encourage parties wishing to solicit business to sponsor a Luncheon meeting.

· Unpaid 2003 Chapter dues: YTD, 64 members have not paid RVSHRM dues for 2003, although several e-mail and voicemail reminders have been given. The Board decided to include a "final call" in the September newsletter and shortly thereafter remove all "unpaid" members from the Chapter roster and directory.

· Non-qualifying Chapter Members: Board discussed the appropriate status of approximately 40 Chapter members who are not currently SHRM members. Mike Leach and Dina Imbriani will contact these persons and report back to the Board at its next meeting. (RVSHRM is one of SHRM's "100%" Chapters-all RVSHRM members must also hold membership in SHRM.)

· 2004 Spring ASTD Conference: The Board decided not to partner with ASTD in the 2004 Spring Conference, but to explore alternative models for continuing education. However, RVSHRM will continue to promote the conference to its membership.

· Nominating Committee selection: The Board chose the following persons to serve as the Nominating Committee charged with nominating the Chapter's 2004 Officers: Debbie Honaker (Chair), Beth Pinson, Dina Imbriani, Ken Reddick, Joyce Kessinger and Charlotte Mason (ex-officio member). The Nominating Committee will bring its slate of nominees to the Chapter at the September meeting.

· Joint Board of Directors meeting: There will be a joint meeting between the "old" and the "new" Board of Directors on Thursday, December 11, from 12:30 pm-3:00 p.m., at the Higher Education Center. The goal of the meeting will be to ensure a smooth transition in leadership for the Chapter.

· Constitution and Bylaws review: The Board appointed an ad hoc committee to review the Chapter's Constitution and Bylaws. Selected to serve were Dan Oyler, Charlotte Mason and Joy Hanson. The Committee will report back to the Board in December with their recommendations for change.

· Christmas Social: The Board decided on a Holiday Luncheon to celebrate the holidays. The tentative date is December 16, 2003, from Noon to 2:00 p.m. The place is to be determined. Ben Bowman and the Program Committee will make the arrangements for this event.

· 50th Anniversary observance: The Board decided to celebrate the Chapter's 50th Anniversary at the January 2004 Luncheon Meeting. Matt Duffy, Chapter Historian, will chair the celebration committee. "Party-minded" members will be encouraged to assist Matt in creating a fitting recognition of this important milestone.

· Pinnacle Award application: The Board asked Patti Dunbar and Mike Leach to review the 2003 Pinnacle Award application and determine whether to submit an application for the Chapter.

· YTD Treasurer's Report: The Board reviewed and accepted a 2003 YTD Treasurer's Report presented by Sherry Buckner, Treasurer.

 

PHRs & SPHRs
Everything You Need to Know About
Computer-Based Testing 

Beginning in May 2004, the PHR and SPHR exams will be offered in a computer- based testing (CBT) format. Following is information about the new CBT program:

•  Exam content will not change. Mastering the HR body of knowledge continues to be the best way to prepare for exam success. The existing HRCI Certification Guide accurately outlines the test specifications and HR body of knowledge. 
•  Computer-based testing was chosen in response to examinees' requests for consistent, stable testing environments; immediate results and greater choice in dates and locations. 
•  The exams will still be offered twice a year. Instead of just one date per exam administration, an eight-week exam "window" will be available for each exam. The Spring/Summer PHR and SPHR exams may be taken between May 1 and June 30. The Fall/Winter exams may be taken between mid-November and mid-January. 
•  Online exam registration procedures will not change significantly. Once candidates receive notification that they are eligible to take the exam, they will be directed by letter to schedule their exam at a Prometric test center near them. This may be done either online or by phone, and instructions will be included in the Admission-to-Test letter that they will receive. Candidates should definitely register and schedule their exams as early as possible, since the test centers also schedule test-takers for many other exams. 
•  At the test center, candidates will be able to take a self-paced tutorial before starting the exam. The tutorial is designed to familiarize test-takers with the computer and show them how to read questions and indicate responses. The tutorial will not be counted in the four hours allotted to complete the exam. 
•  A "virtual tour" of a Prometric test center is available online. The tutorial may be accessed through the "CBT Corner" of www.hrci.org.) The latest information about computer-based PHR and SPHR exams is found in the "CBT Corner" of the HRCI web site.

DEADLINE NEARS

Planning on getting certified in 2003? The deadline for applying is September 26. This is the last time that exams will be in paper and pencil format. Starting in May 2004, all exams will be computer-based. Advance your career, advance the profession: Become PHR-or SPHR-certified. For details go to www.hrci.org.

RVSHRM maintains a commitment to education by offering scholarships to chapter members who are pursuing continuing education and to members of our affiliated Student Chapters - the Roanoke Valley, Radford University, and Virginia Tech Student Chapters. The Professional Certification Committee administers the scholarships for our chapter members. Any member interested in obtaining assistance with the costs of HR certification courses or other continuing education opportunities should contact Dan Oyler, committee chair, for more information at 540-342-7881 or danoyler@tmava.com. The John D. Schumacher Scholarships are our scholarships for students and are administered through the Student Chapter Committee. Recipients of the student scholarships must be national SHRM student members and SHRM Student Chapter members in good standing who are studying toward a degree with relevance to the practice of Human Resources. In November, our chapter will award two (2) $500 student scholarships.
